This is: Norfolk County Clerk Elias Boughner

Born in Windham, Elias Boughner was that township's Reeve during his school teaching career in the late 1880s. About the turn of the century he moved to Simcoe, remarried to Mrs. Mary Butler, and served as County Clerk from 1900 until his death in1920. Elias and his wife Amy C. Wilson are buried together in Oakwood Cemetery in Simcoe. See a 1924 bio and photo of Elias Boughner.
